The Telecommunication Engineering Centre (TEC), under the Department of Telecommunications (DoT), Government of India, has issued an important notification dated 06 January 2026 regarding the submission of multiple MTCTE certification applications for the same equipment with identical model numbers. This advisory is especially relevant for Original Equipment Manufacturers (OEMs) seeking certification under the Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) framework.

Background of the Notification

TEC has observed that some OEMs are re-applying or submitting multiple certification applications for equipment that already holds a valid Certificate of Conformity Assessment (CoCA) under MTCTE, using the same model number. Such practices create duplication, regulatory non-compliance, and administrative complications in the certification process.

Key Clarifications Issued by TEC

  • One Certificate per Model Number MTCTE certificates are issued to an OEM for a specific equipment model with a unique model number. Once certified, the same model must not be re-applied for certification.
  • Multiple Applications Not Permitted OEMs are strictly advised not to submit multiple applications for the same equipment with an already valid MTCTE certificate.
  • Disclosure Deadline If any such duplicate applications or certificates already exist, OEMs must inform TEC via email at [email protected] on or before 31 January 2026.

Consequences of Non-Compliance

TEC has clearly stated that:

  • Any duplicate applications under process will be rejected
  • The existing MTCTE certificate for the same equipment and model number will be cancelled
  • Such action may be taken at any stage, even after certification is granted

This makes compliance with the advisory extremely critical for OEMs.

Exception: Addition of Associated Models

TEC has provided a specific exception where multiple applications are permitted:

  • If the application is made only for adding Associated Models under the same main model
  • There must be no change in hardware or software of the already certified equipment
  • OEMs must submit a declaration as per Annexure-I on their letterhead, along with test reports

Failure to submit this declaration may result in rejection or cancellation.

What OEMs Should Do Now

  • Review all existing and ongoing MTCTE applications
  • Identify any duplicate applications for the same model number
  • Inform TEC immediately if such cases exist
  • Ensure proper documentation when applying for associated model additions
  • Avoid re-applications for already certified model
