The Bureau of Indian Standards (BIS) has issued an important regulatory notification outlining the guidelines for transitioning from IS/IEC 61730:2016 to the revised IS/IEC 61730:2023 standards for Solar Photovoltaic (PV) Modules. These guidelines follow the notification of the Solar Systems, Devices and Components Goods Order, 2025 by the Ministry of New and Renewable Energy (MNRE), which came into effect on 27 July 2025.
This update is critical for manufacturers, licensees, and stakeholders in the solar PV sector, as compliance with the revised standards will soon become mandatory.
Background of the Notification
Under the earlier regulatory framework, Solar PV Modules were required to comply with:
- IS/IEC 61730-1:2016 (Safety Qualification – Construction Requirements)
- IS/IEC 61730-2:2016 (Safety Qualification – Testing Requirements)
These standards have now been revised and upgraded to:
- IS/IEC 61730-1:2023
- IS/IEC 61730-2:2023
BIS has allowed a concurrent running period until 15 February 2027, during which both the 2016 and 2023 versions of the standards will remain valid. After this date, only the 2023 standards will be accepted.
Key Highlights of the Transition Guidelines
1. Mandatory Transition Timeline
- Concurrent validity of 2016 and 2023 standards: up to 15 February 2027
- After this date, no new licence, scope change, or standard revision will be granted without compliance to IS/IEC 61730:2023
- Non-compliant models will be deleted from the scope of licence
2. Partial Testing Allowed for Existing Models
For models already tested as per IS/IEC 61730:2016, BIS allows partial testing to transition to the 2023 standards instead of complete retesting, subject to specific conditions.
Testing Requirements Based on Module Type:
- Bifacial Modules (aBSI > 300 W/m²) Multiple test sequences including B, B1, C, D, E, F, and G must be performed.
- Monofacial Modules and Bifacial Modules with aBSI = 300 W/m² Limited test sequences (primarily D, F, and G) are required, with certain tests permitted to be omitted.
3. Product Family and BOM Scenarios
- Single BOM Product Family: Only the representative (fully tested) model must undergo partial testing.
- Multiple BOM Product Family: Additional BOMs must be addressed through retesting as per IS/IEC TS 62915:2023
4. Online Application Through BIS Portal
Licensees must apply through the “Standard Revision / Amendment / Essential Requirement” module on the BIS portal along with test reports issued by BIS-recognized Third Party Testing Laboratories (TPTLs).
Upon successful implementation, BIS will issue an official confirmation letter listing all compliant models.
5. New Models of Solar PV Modules
- BIS strongly recommends that new models comply directly with the latest standards:

However, manufacturers may temporarily apply under the 2016 standards, provided they complete the transition to 2023 standards before 15 February 2027.

- Revised insulation coordination, including DTI and DTFI parameters
- Updated marking and documentation requirements
- Specific provisions and testing updates for bifacial modules

Ignitability Test (MST 24)
Insulation Coordination Evaluation (MST 57)

What Manufacturers Should Do Now
BIS has advised all existing licensees to take timely action to implement the revised standards. Delays or non-compliance beyond the stipulated timeline may lead to:
- Deletion of models from licence scope
